2 Pfennig No Date Error or Waffle?

Can anyone tell me what happened to this? Could it be an error, or was it waffled by the mint? Or what, looks like a wedge thin up to where it beging then up to thickness where it was struck? Reminds me of when i used to put pennies on the railroad tracks and let the train flatten them out.
