HELP - What should I do? Paypal Seller Protection!

I just got a $1300 payment via Paypal from an Ebay buyer. The buyer has a feedback rating of over 3600 with 99.9% positive. When I go to the transaction details in Paypal, it says that this transaction is "Seller Protection Ineligible."I think it's because that he doesn't have a confirmed address. I emailed him and he said that the address on his credit card is not the PO Box that he wants it sent to. I know there are some people on these boards that doesn't like Paypal, and some do. I happen to like Paypal, because more people are willing to bid on items, therefore, the items go higher.

Even though I think that there will not be a problem with shipping this item, there is, however, a risk here. What do I do? If something goes wrong, I have no protection, and Paypal can just take my money, even if (and I will) provide a DELIVERY CONFIRMATION NUMBER AND INSURANCE.

  • With insurance and delivery confirmation you will still be protected if the package is lost in transit. Paypal might loot your account, but you would have an insurance claim with the post office. The only scenario where you would be in trouble is if the buyer claimed not to recieve the item when he actually had - and based on his feedback that doesn't seem to be very likely.

    Let's say that I get delivery confirmation. His Paypal address is UNCOMFIRMED. Let's just say that he says he still didn't get the item. Could he not claim that someone hihacked his account and gave a phoney address? If that happened, with his address being unconfirmed, Paypal could get my money, and I wouldn't be protected.

    I may be a little too paranoid, but I just want to understand how it all works. With this seller, I feel very sure that this wouldn't happen. But what if in the future I get another large sum, and his feedback isn't quite so good?

    You should wait for the funds to 'clear' onto your paypal account, then withdraw those funds and then send the package to the buyer. That is the only secure way of knowing for sure Paypal won't at a later date dip into your account for whatever reason and steal back your money.

    Under no circumstances should you ever leave a balance in your paypal account and you should only pay via paypal with a credit card. Learn from the thousands upon thousands of people who have been fleeced by paypal.

  • There are so many diff. requirements for seller protection its hard to understand them all in relation to each other but here is the info they provide on buyers confirmed address-

    Confirmed Addresses. A confirmed address is not an eligibility requirement for the Seller Protection Policy. However, please note that shipping only to a confirmed address reduces the risk of fraud and should be considered if a transaction is not eligible for the Seller Protection Policy. A Confirmed Address is either the address at which the buyer receives their credit card statements, or an address of the buyer which PayPal has confirmed through an Alternate Address Confirmation. Because Confirmed Addresses must be in the account holder’s name, addresses in someone else's name can never be confirmed.

    I transfer my account balance (as soon as received) to a free checking account and then to another account with the same bank. I never have a balance with Paypal or in my Paypal checking account. My purchases are made with a credit card using Paypal and if a refund is needed I transfer that amount into my Paypal only checking account and Paypal does a electronic transfer. This way I am the only one in control of the and Paypal cannot access my money unless I want them to. I like Paypal and feel it does bring more bidders because people can use there cc without giving a stranger the info but I do not trust Paypal to protect me or my money.

    I just transferred it to my bank account. When it does through, I will transfer it to my savings account at that bank.

    Even, if I do that, can Paypal still get to some OTHER money in my regular checking account. Of course, there is never THAT MUCH in it, but there is alway SOME money in it.

  • They are not legally allowed to withdraw any money form your checking account without your permission. I had a problem with a seller not long ago and that is what I was told.

    You were given terrible advice. You should have just denied the payment with the unconfirmed address and then told the buyer to either pay again with paypal (using his confirmed address) or to mail the payment. His feedback rating means nothing. The eBay account could be compromised.

    Also, the people telling you to drain your paypal account forgot to mention that paypal will freeze your paypal account if a situation occurs where a payment is reversed and you don't have any money in your account. You can't outsmart paypal. You'll lose every time.

    You really should have your paypal preferences set to automatically reject all payments from users without confirmed addresses.

  • For $1300 and shipping it to an unconfirmed address is like tip toeing thru a landmine field.
    A friend of mine shipped a $150 luggage set by UPS with tracking # to an unconfirmed address.
    Buyer claimed to never received it, although it shows it was delivered. Paypal gave the buyer back
    her money because it was an unconfirmed address. Still BS; so now I've set my preference to confirmed
    addresses only. If you're going to ship it, I'd do it with some sort of "signature confirmation". Don't use
    delivery confirmation as it will only state as delivered. With signature confirmation, the website will also
    show who signed for it. Another option is go Registered insured, and pay the extra for return receipt where
    they have to sign the green slip that comes back to you.

    If you use signature confirmation on an unconfirmed address, while a scammer could still claim that they never received the item and make a PayPal claim, you would readily be able to prove fraud to postal inspectors. Few people are willing to risk federal prison time for a $1300 item with the paper trail that they would be leaving behind.

    I don't think it's a question of 'outsmarting' paypal. It's protecting yourself from paypal robbing you blind once the buyer attempts to make a chargeback. If my choices are letting paypal freeze my empty paypal account or letting them steal MY $1300 from my paypal account, I'll gladly forfeit that paypal account.

    Don't worry about Paypal, send it USPS Registered, with insurance. When he picks it up at the PO (has a PO Box, no choice) he will have to show positive ID and sign for it before he can take possesion of the item. You will be insured for the full amount from the PO, even if something happens (very doubtful) you will get your money from them. The PO does not play around with mail fraud and fasle identities, someone would have to be very stupid to try to steal a card this way.

    I just changed my Paypal preferences to block payments that don't have confirmed addresses. Thanks for the advise. I am also going to do Registered Mail with Signature Confirmation.

    Frank - I just went through this with a seller. Buyer files a claim with Paypal that the package wasn't received. Paypal goes to the seller and demands proof of shipping. If he can verify shipment, the claim is dropped.

    I almost always have items I've paid for through paypal sent to an unconfirmed address. My "confirmed" address is simply defined by the address my credit card bill is sent to. I choose to have my cards sent to a more secure site. Only once have I had to use my confirmed address, and that was because the seller stipulated that he would only ship to confirmed addresses if paid through paypal.

    Bottom line - I don't think you have to worry about anything.
