EBAY: ***Unpaid Items: Introducing Buyer Activity Limits***

In an effort to encourage responsible bidding and buying, we are introducing a set of buyer activity limits. These limits will be applied in very rare circumstances and only to new users who have not yet demonstrated positive participation in the marketplace or to members demonstrating a highly unusual pattern of buying.

Our goal with these limits is to minimize Unpaid Items while not standing in the way of legitimate purchases. Under this new system, buyers can take several actions to ensure that their activity will not be limited. Initially, members will be able to remove the limit by placing a credit card on file or receiving positive feedback. Very soon, members will also be able to remove their limit by registering for PayPal.
