War Bond Question

I know this may not be the right forum but I thought someone here might know. A friend has 10 old war bonds. They were issued in 1942 and 1943 and are series E. They are in mint condition except for the fold to get them into the orginial envelope. Do they have any collector value? They are worth appro $110.00 if they are cashed in.
