Submitting State Quarters to PCGS (PR69DCAM)

For those of you who have experience in submitting proof state quarters to PCGS, I need some advice. I have an extra 2004 Silver 5-coin SQ Proof Set that I am considering sending in for grading (in flag holders of course). Each coin in the set - to the eye- looks incredible, haze free, frosty, deep cameo, yada, yada, yada. What are the odds of me sending in this proof set and each of them coming back PR69DCAM??? I am building a set of silver PR69DCAMS right now (usually buying one year/set of 5 at a time) and I would only have to spend about $70 (shipping included) to have these 5 2004 proofs graded by PCGS. But, it won't be worth it if I get say....4 69DCAMS and 1 68DCAM back. In that case I would have been better off just buying a complete set for $75-$85. I know many of you will say "just keep buying the complete sets"...but I would like to hear what other's experiences have been with submitting proof state quarters....ratios, etc.

Since 1975, I had purchased proof sets annually and directly from the Mint. Over the last 2-3 years, I have sent at least one of my duplicates for each year to PCGS (in the Mint holders) convinced that over 95% would come back at 69DCam. I could even have sworn that I would have at least received one 70DCam!! My results were between 85-90% at 69DCam and no 70DCam. So, it was either because my eye is still not adequately trained to distinguish the difference between a 68DCam versus a 69DCam, or there was some other rational (or irrational) explanation. I was excited during the process of submitting the sets, despite having to wait a long period for gratification, but the results were less than satisfying. And, on top of that I still had to spend money to purchase a 69DCam to replace a 68DCam that I made (and could see no significant difference).
Bottomline, I recommend purschasing the set from a dealer. We collectors can not compete unless a collector is willing to spend the money and time to determine which proof set (or coin) to submit and which not to submit.

You may want to contact PCGS with regard to Flag Holder's for your 5 proof set coin's. I believe you need to send groups of 20 coins, same date and mint mark, in order to Request Flag Holders. I find it much easier to purchase the sets already slabbed.
