Counterstamped 1816 George III Sixpence

I would like to know about counterstamped coins. Does the add or take away the value? And how can you identify what the counterstamp meant, or who the initial stood for? Any help? Please....

    Usually private counterstamps of random initials, names and other words take away from value unless they can be accurately attributed to a particular individual, place and time.
