    Will Puerto Rico be issued?
    No (Last time I heard, the bill had not passed. There would be various reactions to this - the PNP would be very happy, and the PPD would probably be neutral. The PIP would be really annoyed, but as I understand it, they're not a party anymore since they got less than 3% of the vote.)

    The govenors are actually only selecting the themes for the designs. Some of the
    early states submitted designs but none were used exactly as submitted.

    There's still a good chance that a sixth year will be added.

    Since there apparently isn't any PRIZE for being right, I'll just work on this question:

    It's at least 4. Alaska and Hawaii, (obviously), and Arizona and New Mexico were admitted in 1912.

    The only reason I know is that I was reading about Saint Gaudens $20's last night, and Breen points out that two stars were added to the obverse in 1912 to bring it to the proper total of 48. I did not know that!
