My thoughts exactly. Perhaps it is the photo but I don't think so. I am being generous considering the rarity yet there still is not enough contrast on the obverse.
I handled the lone 39 reverse of 66cam and it smoked that coin. True white frost, with very little breaks and tremendous mirrors.

I agree it doesn't look cameo. Neither the obverse or the reverse has much frost. I really must get off my but and try my 1940 and even my '38 which both have more frost than that one seems to have...
Thanks for the offer! It is funny what a label can to. If my 1940 in 67 ever went 67 Cam it would be worth 4-10 times (or more) than what it is worth as is. My '38 is frosty too, but not as much as the '40. My wife wants me to keep one special Wohlforth pedigree Jeff so I'm probably keeping the '40. However if it was in a 67 Cam holder I'd have to sell it. Anyway I do have a couple more in PR 67 with some color but haven't listed them yet. I'll get on it one of these days.
Still, even if it is not full cameo the coin gets some bonus points because it is the rev. of 40. With the reverse of 40 having about 5-10% of the mintage for that year.
Not a very good image (I did an autobalance which messed up the color and added some specs) - suggestions would be appreciated. The mirrors are nice, but there is some discoloration on Jefferson. As usual, smaller looks better.
