Ebay question

I'm wondering if anyone remembers an email from ebay that let you chose the type of bidders who could bid on your auction? I thought I remember an email like this (but deleted it). Basically you can allow only U.S. bidders,or bidders with positive feedback,or feedback over 5,etc.
I think this was sent by ebay? The reason I ask is I only ship within the U.S. A bidder just won an auction from that lives in Japan. He never emailed me prior to his bid. His email keeps getting bounced. I sent him an email stating I don't ship to Japan. Not sure if he received it. Just yesterday,I got payment from him,so I will ship the card.
But this is frustrating(the card was only $3).This would be easier if ebay had this feature.
