foil card submission question

when submitting foil cards, do you put in penny sleeves or just in the card savers? wondering the best way to send. the cards seem to stick to the penny sleeves within minutes....

    Foil cards like Topps Chrome Refractors should go in penny sleeves or else they stick to the Card Saver 1's and could get damaged.
