Umm, doesn't that seem to be an impossible standard? Note he doesn't say he'll honor his offer if they (TPG) simply label it as as AT.

Have you read the seller's "About Me" babbling? Look at this:
"If we are to take the definition of the term artificial in the broadest sense of the word it would mean that an artificially toned coin is a coin that would not otherwise be toned if Man had nothing to do with them. If that is the case we can assure our bidders that all toned coins that exist today are artificially toned. If we were to use the narrower interpretation of the word then unless the coin has been painted there are no coins that are artificially toned. If PCGS or other coin grading service refuses to grade the coins even if it meets the criteria for toned coins then they should not be allowed to grade the so called Monster toned coins, target toned coins or any other coin that are toned."
Basically they define toning in their own way to justify their AT crap. PCGS is going to bag it but they aren't going to make good on their offer - I can guarantee it.

Yes, it is impossible. The seller says that all toning is artificial and then asks people to prove something that is impossible to prove. It is a really lame way to justify the crap they sell. Read their About Me.

Don't pay the guy until you get a definition from him as to what "irrefutable proof" is. If you don't then it is a setup. The coin will get BB'ed but the seller will claim they were wrong and did not provide you with any "proof", and he will pull up a pic of a PCGS BTW (say from a coin dealer's website) and claim it looks the same as the coin you "won".
On the other hand, this guy does not appear to be stable, so who knows? He may be stupid enough to believe PCGS will holder it at MS-64, then he will stop selling coins!! (we wish!)

Would having it in "in writing" on the label of an ANACS AT slab count?
