I Know it's not a U.S. Coin, but can You Identify it Anyway?

Sometimes it's fun to purchase coin related medals/tokens/foreign without really knowing what the heck they are. This item fits that bill. I just liked it!
Now that I own it, can you help me identify what it is?

This is an unissued award medal, ca. 1910-1925, probably French but perhaps made elsewhere.

This is probably a remainder, the sort of thing you could walk into an award shop in 1922 and have engraved for the spelling bee, decathlon, or turnip-growing competition. I haven't seen this particular variety before, but there are dozens and dozens of different types.

I've seen one with a monkey sitting on the crown/head of the portrait.

I just think it's high the coolness factor (and, wasn't too expensive).

Looks French. Might be Romanian.

Definitely cool!
