People get safe deposit boxes and then don't tell people about them. The family closes the account and ignores any bank correspondence. Eventually the box is not paid for and is closed and the contents are sent to the state.

These states are required to advertise these sales in various newspapers. It would not surprise me if this alone generates a number of new bidders that register at eBay solely for a chance at the advertised items. They could also be shills. But, one should consider the promotion of the sale that the selling state is required by state law to do.
