The obverse might squeeze in for a VF20 based on the O mint striking tendancies, but the reverse just doesnt cut it in my opinion. Plus the coin was cleaned a while back, and although they would still holder it, you wouldnt get the "originality bounce" if you believe in that sort of thing...
It was definitely undergraded in my opinion and I would give it a F12 grade all day long. LIBERTY is pretty close to a F15 grade, but overall the remaining details are still weaker than what I grade as F15. I am pretty sure that if resubmitted, it would come back at least at a F12.
I would trust Arco's opinion over almost anyone's when it comes to circulated Barber halves. My personal opinion, however, is VG. If that coin is F, then my Barber halves are worth more than I thought. The last coin I bought, in fact, was an attractive, original, 1905-S. I thought it was the best VG I would ever find and spent $15.00 on it. If the coin Pictured is a F-12, then I did well on the 05-S I bought which is just as nice, or nicer

Yeah, I definitely think they've graded on a bad day or he forgot his bifocals.. This is a definite F12 imho
