Grading Peace Dollars

Looking for advice on grading this series. Are there particular years when the strike was weaker than others on either the obverse, reverse or both?

the 1921 high-relief is graded to a different standard as can be seen in about all PCGS holdered `21 Peace dollars.
Because of the high relief most if not all did not become fully struck, as we know the idea of fully struck.
An MS66 for instance would look like to most a MS 63 or 64 with a nearly flat area over the ear.
