I like the toning on the 2nd coin better, but I agree that the holdered coin would sell for more. I don't think anyone would question the authenticity of the toning on the 2nd coin, just maybe whatever grade you assigned.
As is, the first coin is worth exactly $15 plus mailing costs more. Once in a holder, to my eye the 84 is worth about $20-40 more due to the toning pattern at a minimum ( plus color is a bit rarer on an '84, and bit nicer cheek).
If both coins are common date, the NGC piece. Of course, if the 'authenticated' piece was in a trash holder (ntc, accugrade), I would go with the raw piece!
