Ensival notgeld: Belgium or Congo? Neat either way!

Howdy y'all!
Just picked up this note from 1914 (yeah, paper, but look! there's a coin on it!) and I have no idea whether it is the Ensival in Belgium or in Belgium's colony, Congo. Any clues or a positive ID?
Regardless of that though I thought it was pretty neat with the Congo 10c coin pictured at top. Nice design too.

Shucks.. I just got my catalogs and was thinking about dipping in those waters some more. Anyone know of a currency forum as good as this one is for coins (and people
(BTW, I tried out Google's shopping tool, Froogle, to find the Pick catalogs.. wound up getting the 1999ed of Modern Issues for $3!! and the 2000ed of General Issues for $14!!! Thank God for the internet!)
