Good Upgrades but....

A few weeks ago I sent several coins in their PCGS holders for upgrade with the following results:

Morgan 78 reverse of 79 at MS63 upgraded to 64.
Indian $10, 1911 at MS62 upgraded to 63

Although I am pleased with the upgrades, I really, really feel that both coins should have been upgraded one more point. I am not a professional grader but I have compared numerous other coins with these at 65 and they both look as good or better. I've never posted a picture and don't have a digital. I do have a scanner but don't know if that is good enough.

My question is....should I send them back to PCGS in their new holders or crack them out? I know each coin has a registration number and they could easily look back at the recent upgrade but, from what I hear and from my experience....submission in holders don't matter.

Should I send them to NGC or ANACS? I really feel these coins deserve another point.
