1883 Indian Cent doubling?

Was looking through some coins that I have had sitting around, and this 1883 Indian caught my eye. Obviously cleaned at one point, but what is going on with United States? This also carries over to Of America in the same manner. Any thoughts?

Could it not be the metal that was used to bind the letters to the punch. Some of the letters were bonded more neatly then others, or perhaps some of the letters were fixed later on after the punch perhaps became damaged. Thus when the punch was stuck against the die, it was struck hard, to imprint that extra metal that binds the letters as well, creating that shoulder effect. Once again this is just WAG.
