There is no such thing as "small", "medium", and "large" date cents for 1960. They are either "small" or "large".
And no, they aren't worth slabbing unless they are MS67, and then they are very valuable...yours aren't even MS66.

Have seen these coin slips used before to store cents.
Would like to get a time frame for their use.
Any thoughts?

Ahh, the little plastic envelopes. I think they were sold into the 80s. I haven't seen any for a long time on the store shelves, but I do remember seeing them available when I was a kid.
