What is this?

My mother received this about 50 years ago from standing up at a wedding. She got them from the brides father who talked them up at the time. The wording on the side of the medal/Comm. is "Medallic art co. New York" Anyone ever see one of these? I wonder if it's gold?

    Historically, though, March 15, 1939 was when Hitler annexed portions of Czechoslovakia (Bohemia and Moravia). The chained man and the motto 'Shall Be Free Again' may be related to this.
