OT, how do you leave "follow-up" feedback?

Anyone know how to leave "follow-up" feedback on Ebay?

I left negative feedback for a seller that pulled a scam by misrepresenting the condition of the item in his auction, he then responded to my neg with more lies, how do I post a "follow-up" response?
