Most likely. Or it just might have been a lucky day for the submitter. BTW, the very fact that the coin was resubmitted tells me that the coin is probably better than the first image indicates.

I haven't a clue regarding the Cent but Heritage DOES take terrible pix. Especially Beware of Super White, blinding Silver...from personal experience pix like that are hiding something. I had bid and won a pricey coin and that little voice inside told me to call Heritage...so I did. Brian Claar pulled the coin and described it to me and sure enough.....let's just say they were good enough to me that I did not have to pay any penalties or re-stocking fees and the coin stayed there. They always treat me right!
Can't say for sure but, having attended the show, I didn't see any cross over or upgrade candidates in this date.......

Sliderider look at the characteristic spot on the reverse in the upper right hand corner of the shield together with the fleck at 9:00 just for starters.
Shylock can really ferret these out and I don't recall ever seeing him miss on one.
That said, the image of the coin doesn't look 66 to me.
It looks like a beautiful coin and it doesn't look like anything was done to it. I'm just surprised they gave it a 66 with half a dozen spots on the reverse. They probably look worse in the photo than they really are, or maybe PCGS thought it was a 67 without the spots. Kudos to whoever got the upgrade!
Now I feel much better about the flyspecked 66 I won at auction a couple of months back. I'll just look at it from the perspective that PCGS really thought it was a 67, but marked it down a grade for the specks.

Honestly, without being able to see the coin in person, who knows.
Do the upgrade images make the coin look "enhanced" at all?
Now the question is where does this coin fall as far as market value?

I continue to be awed by your ability to spot these holder changes! Please keep pointing them out.
