SR the main reasons behind this problem is the fact that for the three years you mentioned there were no mint sets produced with business strike clads. You could only buy the sms sets from the mint. Also when first released the clads were disliked by collectors, who were used to collecting coins made from copper, silver and gold. Very few rolls of these three years were put aside, as few thought they would ever be worth keeping. Part of the reason behind this is the very low quality of most of the coins of the early clad years. Not to say there were no nice clads minted, but they seem to be few and far between. I have looked through dozens and dozens of rolls and until the last couple of months have had little sucess in finding many keepers. But my luck changed about a month ago. I bought a bunch of rolls including 67's, thru 74's that have to be as nice as you could hope to find. Going through these has been a time consuming job. But I have picked out many many gem grade 1967's. And as hard as it is to believe, a few very nice 1970's that will grade 66, and a couple that has a chance at 67. As of now there are only two 1970 ms67 Roosie's made through PCGS. There are some 67's that are fullband, but I can't say the same about the 70's.
There were a lot of '65 rolls set aside but it tapered off quickly. Most of these early clads were put back into circulation in the late '60's and early '70's when no demand materialized for them. You can still find about three 1965 rolls for every 1966 roll and three '66's for every two of later dates. Of course there are some dates which are far more elusive.
Quality improved in '67 and then ratcheted up a few more times by the mid-'70's but gems of any dates in rolls are very much the exception rather than the rule.
A quick search on eBay usually produces one or two from time to time. I have pulled several from rolls only to have PCGS SMS them. I have even cracked NGC non SMS and PC would still SMS the coin. I had a nice 1966 MS67 in a PC non SMS holder that was FB. I sent it in for designation review and PC sent it back MS67 SMS with an $80 check and a note stating the coin was holdered wrong.
I also have had a tough time with the SMS label on dimes that I thought were non SMS. I recently sent in several dimes of all 3 dates and ended up with 1 1967 MS66FB. This coin looked identical to the other 1967 that was labeled SMS that was sent in on the same submission. I also sent in 3 1965's that I thought were solid non-SMS and ended up with 3 MS67 SMS's.
I sometimes wonder if I will ever find a real nice solid MS67FB out of any of the 3 years to submit.
You guys know how to scare someone. Just so happens I have been talking to Rick and told him I was sending in some 67's that were FB's. And to top it off some look almost like sms coins. However they were in obw rolls, you know the ones with the copper flakes stuck all over them. Maybe I should have left them stuck to the coins, that may have shown how they were minted.
Maybe someone should bring some unopened bank rolls to PCGS HQ and open and sort through them right there in front of them so they see they are NOT SMS.

They would still mark them SMS!
It is not exactly cheating, I prefer to consider it creative problem solving!!!
One problem is that some SMS coins were placed into rolls back in the late 60's and these coins now apear to be MS coins but are not. Another problem is that there are reports that some used SMS dies were used to mint coins that were put into circulation. The bottom line here is that there is less difference between some MS & SMS then is openly known. I think this is why PCGS chooses to label all better coin SMS.
So how are you supposed to do a top registry set when almost all the coins for three years are labeled SMS whether they are or not?? Does PCGS allow you to enter SMS coin in the circulated categories?? Since PCGS is creating this situation, then they should allow you to enter SMS coins as circulation strikes as well as proofs.

This will suit me just fine! I own a 1966 S.M.S. MS69 pop (3/0) and it has razor sharp split bands and PCGS can grade it FB any ole' time they want to!!!!!
Mistercoinman, my 1967 MS66FB is in my set and not for sale, unless you offer some wicked stupid $$$ for it then ALL of my FB's are for sale!
