Ebay Auction what would you do?

I just sold a card for 224$ on ebay. guy that won the bidding had 4 feedback with 6 negs. just looked now and he has 3 feedback with 7 negs. would you relist right away? or wait? in my opionion guy deserves to be booted off ebay. here is link to the auction card, you might want to put this guy on your block list.

first before claiming their FVF. I'd give the 2nd high bidder a second chance notice first
before relisting it. If the 2nd high doesn't want it, I'd relist it.

Thanks for bidding on my auction. i have looked over your feedback and i have noticed its a mess. what gets me is that all higher feedback sellers were happy. one lower feedack seller gave you a neg after 2 days. which is not right. anyway i hope we can make this deal. i also noticed paypal is down so please contact me to let me know about payment! You can block some purchases from other eBay members. To set blocks, use this form to select the kinds of buyers you'd like to block. When you're done, click the Submit button below. To let specific users buy your items regardless of the blocks you set, add the users to your buyer block exemption list.
Note: Use caution when setting these blocks. Setting buyer blocks may reduce your selling success.
Block buyers who:
Are from countries to which I don't ship.
Have a feedback score of -1-2-3 or less.
Have received Unpaid Item strikes from more than 1 seller in the last 30 days
I had a non-paying bidder recently, and I couldn't even file a NPB notice with eBay until 7 days had passed with reminders and no response. Now eBay will give him some friendly nudges and if still no response, I get my fees refunded and am free to relist. And neg, too, if I want to live with the retaliatory neg.
I think regardless of his unsavory feedback, since you had no policy and didn't block him, you have to give him the chance to be a good eBay citizen.

Plus, in my experience, those eBay nudges usually turn a non-responsive bidder into a paying bidder. Nothing like a threat from Poppa to get the ball rolling. That may be why the more experienced sellers ended up giving positive feedback to this guy - they used the system the way it's supposed to be used.
Edited to add: I've had my best luck as a seller just using the eBay invoice notifications and systems - I don't send personal e-mails to buyers anymore, unless they contact me first, and it works quite well that way.

There's no function on that bidder/buyer block page that would automatically
block known or potential users with 3 or less feedback. That would be great if it did
cause I'd do it. Did I just flat out miss it? Also, how would we know if they had
an unpaid strike against them or countries we don't ship to unless we did the research
ourselves (ie Canada, Germany) by clicking on their feedback etc.

that's a drop down selection you click (will block buyers with negative FB score) ---> doesn't look like it with copy and paste. should be like this

For unpaid stike, probably will work if the seller files for Final value credit against the bidder.
Go to your block/pre-approve list. You'll see 3 sections there. Go to the bottom of page you'll see the section blocker exemption list. Click on the underlined "buyer block" and will give you that 3 option with check box on the left.
