Those are most likely issues with the die, not post strike scratches. Remember, that's a blown up pic, the marks are most likely much less noticible without magnification. It's probably ok as a 66, but RPD... I seriously doubt it.

It's a nice coin but my opinion is that it is die polish & nothing more.
Change that we can believe in is that change which is 90% silver.

I'd say die polish, a ding on the numerals and probably a 66 under reasonable magnification.

I say don't bid more than an MS66RD is worth. This guy is always finding errors and varieties where they don't exist.
