How hard is it to get a high grade on a 1943 or 1943-D steel cent?

PCGS has graded approximately 3300 MS67 P&D mints combined and an additional 150+ MS68's.

wow! That's a lot but they are kind of hard to find in this grade.

67s tough but not that uncommon, and usually sell for around $50.
68s are considerably tougher and probably worth 8-10 times that amount, last time I saw the auction results.
