That's friggin ridiculous if they didn't give that FB. If they can give a Jefferson an "FS" designation based on 5.5 steps (last time I checked
that's not 100%) then this should be given FB.
I don't see how some coins are given leeway and others aren't.

No slack for Mercs. Either its Full and split all the way or it is not. Thats the way it should be also to protect the collector when the dime is sold. Actually NGC does a better job on this than PCGS.

Same thing for NGC. A couple of dates come to mind that could have a split middle band and not a top or bottom. 16S and 26S.
