Hi David,
What is the current position of PCGS when an 1856 Flying Eagle Cent comes in for grading? I am correct in assuming that all coins submitted are graded under the coin #2037 which is the proof designation?
Secondly, If the above statement is true and one has an 1856 Flying Eagle Cent already graded by PCGS in a coin #2013 holder, which is the minstate designation. Can that coin be submitted under the regrade process without losing its #2013 coin number and if viewed as a quality piece be upgraded and still retain
the 2013 coin number? Please clarify and thanks alot.

Our position on 1856 Flying Eagles is a follows...
If the coin looks Mint State we grade it Mint State. If it looks proof, we grade ot proof. We do not believe there is any definitive die varieties that seperate the MS and PR designations.
If you have a coin you think is Mint State and it's in a proof holder (or vice-versa) you can always submitt it (for a nominal fee) thru our designation review service.
