Sorry about the duplicate. Came across this NTC (laugh laugh) 99-0 Morgan on ebay. Price is around a greysheet 65. Coin has nice luster and good details above ear. However it's an image and breast detail is weak.
As you pointed out, the breast looks a little weak. It sure looks nice though. It wouldn't be out of place in a 5 holder as far as I'm concerned, but I would guess that due to the weakness a 4 is more likely.

According to Van Allen the 1899-O is generally well struck. Some weak strikes exist. Luster tends to be very good.
Might not be as desirable due to the weak strike? It's doesn't look like a VAM 4, 5, or 6 (small O's) which are the major varieties. The date doubling is common.

It's a decent problem free looking coin BUT...... There's a reason it's in a 3rd world holder. See the dark area on the cheek where the patina is gone? That's rub from something and I think it's enough to possibly warrant the AU-58 grade or MS-60. With the marks under the eye and the scratch running along the jawline I can't see higher than MS-64 either way. A true slider; $20-$50 coin in a PCGS holder vs. $500 coin in NUMISTRUST holder.
Change that we can believe in is that change which is 90% silver.
