Whats going on with this 2004 Texas 25c Proof - Die striations?

I was looking thru my 2004 silver proof sets for a SHQ that would scream out "Hey, I'm a 70" but instead I found this Texas quarter with an irregular circle.

Does this look like a die striation?

Is it an extremely valuable error coin that should be sent in for slabbing and sold for $100,000+?

Can you even see it in this scan? I can't tell if they are rasied or not.

That would be the Lassoing Texas error, far more valuable than the PMM.
