1964 Proof set in PCGS 68 holders has butter colored spots,actually more like paint drops on 3 of the 5 coins.
Did these develope in the holder ?

Most likely, yes.

You could send them in for grade guarantee. I'm sure the graders could use the chuckle when a $15 coin lands on their desk.

Bought these for a xmas gift.
What caused the spots ?
Dipping ?
Back to PCGS or the seller ?

Correct. They sometimes emerge after the coins are pulled from the proof sets, and are born of contaminants on the planchet. Proper dipping prevents it from happening.

Certainly didnt expect the nasty spots !
Had the seller mentioned them i would not have bid on the set.
