PCGS has been liberal with grading circulated mercs (could be just the key dates). Check out these F12 16-Ds

Liberal grading or not, yours has too many feathers and lines in the fasces to be F-12. Solid VF30 IMO.

Baised upon photograde's guidelines this would be VF20

I dont know about the surfaces and color, but as far as grade. This coin looks more like Vf-30 IMO. The TPG's are grading liberal on Merc's, more so on the 16-d's than common dates like this one, but still way better than a f-12.
