Virginia State "S" Quarters What happen???

What makes these 2 coins so different?They are both State Quarters,1 is frosted and the other isn't.They are both Virginia

flips and never taken out.I also have a Mass and a Maryland with the same frosted look.They were also stored in the flips.I've never taken them out of the flips and the flips were stored in another box.

In that case, it's most likely PVC contamination. It will make proofs look hazy and comes from some flips. Dip them in acetone and some of the haze should come off. If not, rub them a bit with a Q-tip.
should be outlawed!
