1970s Hostess full panel grading

Does anyone know PSA's official policy on grading Hostess panels? More specifically, are they considered 'tall-boys' which could be submitted under the 'economy' tier at $10 each or are they 'Super Sized' meaning they must be submitted under the 'Super express' tier at $35 a clip?     I remember reading a thread on Twinkies panels awhile back but I can't seem to find it anymore.
  • I wrote to the seller and I believe he said he submitted under the economy service. And while it certainly would seem like a tall boy, I have received cards slabbed in tall boy holders unexpectedly and didnt have them in separate submissions and didnt have to pay the extra price. So I guess it can happen.
