Anyone know anything about this? Is it a coin issued by the city or some form of token?

Couldn't find anything in Krause with that Obverse, and the minting quality looks poor at best..Maybe someone else like tbird could help.

Rulau's Latin American Tokens....#Coc-11 date(1876) CN 16mm XF $5.50.
"These are gold dollar sized tokens of excellent workmanship, struck at Heaton Mint, Birmingham, England. A large hoard was dispersed by a Houston, Tx dealer in 1988, depressing prices."
