Ebay email that ticked me off

Had someone who was a fraud buy an item from me....here is what ebay wrote.....

I apologize for the misunderstanding that has occurred. Please be aware
that, if you list an item for sale on eBay and the transaction does not
end successfully, we may refund your Final Value Fee. However, the
listing fees such as the category featured fee are non-refundable in
this case.
I understand this may add to the frustration you have likely already
experienced regarding this transaction. Please understand, though, that
eBay is a business, and listing items for sale on eBay is not free. When
you list an item, you pay for use of eBay's Web site as a market for
your item, a market that reaches millions of potential buyers. All
sellers are charged a fee to list items using the eBay site, name, and
services. Listing your item on eBay does not guarantee that the item
will sell. And even if your item does not sell, you are still charged to
list the item on eBay.
A listing on eBay is like a classified ad in a newspaper. Like the
classifieds, our site acts as the venue for sellers to list items (or,
as appropriate, solicit offers to buy) and buyers to bid on items. But
like the newspaper, eBay is not involved in the actual transaction
between buyers and sellers. As a result, we have no control over the
quality, safety or legality of the items advertised, the truth or
accuracy of the listings, the ability of sellers to sell items or the
ability of buyers to buy items. However, you are responsible for paying
a fee for the services provided by eBay just as you would be responsible
for paying for a classified ad.

Exact-a-mundo, block the fraudster from your auctions, send a second chance offer to the next highest bidder, pay your listing fees (like everyone else), and move on.

Yet the newspaper never bills you for a percentage of the final sales price...
I listed a coin with the Featured option (for $19.95) and the coin sold for $400 but was returned.
I emailed about the $19.95 and got the same standard answer, but then I called and got a "one-time educational credit" and they credited the $19.95 back to my account.
