I think the 68-D has a shot at having 1 go FS someday. There are coins with really good 6th steps but weakness in the center prevents it. The detail was on the dies so it is possible.
I think if one of these dates were slabbed with full steps it would be the 1968-D. I've seen a few with 3-4 steps.
I have looked through 100's of 1968 & 1969 mint sets and haven't found any close enough. I have much respect for 1969-S 5c since these coins come with very drab, lifeless luster. I have seen a few 69-S with 3-4 steps and even these are very unusual. The 69-D is the worst in terms of steps.
I have seen several 68-S 5c with nearly full steps, but I've never slabbed an FS example at PCGS.
So, where will the 68-D, 69-D, or 69-S FS 5c come from? Mint sets or original rolls, if at all.
My 69-d has no steps but my 68-d and 69-s have at least very nice looking steps. I had an OBW roll of 69-s, that was full of the most hideously poorly struck coins, except one coin stood out like a sore thumb as being really well struck! I saved the worst struck coin in that roll as a souvinir too... half of Jefferson's hair and his whole face were completely flat!
My last response meant to pose the question to other seekers of these nickels. If one of these coins turns up, will it have come from a mint set or original roll or ???
Based on your experience and instinct what is your guess?
I gave up on all three of these, the '68-S and the '70-S way back around 1980. Then found a couple of '70-S's. There are some pretty fantastic '69-S's in the sets but none have been very close to FS. The '69-S's for circulation are pathetic but so are most of them from the era.

A few may eventually be graded. i personally have never seen any of these dates that would qualify!!
