It's a "maverick", or a trade token that does not list the location where it was used in trade. The particular token that you are showing here was used in Chicago, IL and may have been a trade token for an amusement park. Value is minimal.
I should say that this is an area of numismatics that I know very little about, although I am getting into it more each day. We often get tokens when we buy collections, so our reference library in this area is growing quickly. Maybe someone else can expand upon your token....

Most of these were used in Chicago and are found with amusement tokens froms Mills which was a major distributer of gums and candies which were awarded for use of the various machines which were in use at the time. In later years Liberty Bell was the name of an actual candy but this looks like one of the fifteen or so earlier types.
