I sent coin X to pcgs for cerification- It comes back as "cleaned"
I then sent coin X to ngc for certification- It comes back MS62!
I sent coin Y to pcgs for certification- It comes back au55.
I crack out coin Y and send it to ngc- It comes back "improperly cleaned"
Go Figure?
I then sent coin X to ngc for certification- It comes back MS62!
I sent coin Y to pcgs for certification- It comes back au55.

What is more fun is you then send NGC MS62 coin X to PCGS and it comes back MS63.

On what grounds? You can't prove this was the coin they originally sent back to you as cleaned.
PCGS can't prove they sent back the coin submitted either. However, according to NGC it looks like PCGS sent back the wrong coin.
