    Not to me they don't, it's a problem coin IMO, I would look elsewhere. JMO

    Not sure about the color or natural surface, but from the last coin I had graded by PCGS it's F15 not VF

    If you are buying the coin for resale, if you can get it closer to Fine money than VF, then you have a chance to make a buck. If you can't, don't go for it.

    Looks like it has had old dirt washed off with soap and water.

    The coin looks cleaned or the photographer is doing funky things. My 2 cents for
    whatever it's worth (maybe 1 cent)
