I found a very odd dime where the obverse looks regulaar and the reverse looks very, very near proof. Any ideas on what this is?

New reverse die, older obverse die. They just didn't change both dies at the same time. The previous reverse probably failed early in its life while the obverse still had a lot of use left in it so they just replaced the reverse and went on.
