Your opinion of an item ordered but never received..

I recently ordered a numismatic book from a used book seller (not on ebay, but on Amazon). It has been over a month since I ordered it and I contacted the seller. The message that I got back was "I put the book in the mail, you did not request insurance, so there is nothing I can do for you...". He requested that I speak to someone at the post office in his town who will "remember" that he mailed the book a month ago. I asked for further proof of mailing, so I am waiting to hear back. Any thoughts on next steps?

  • How did you pay for it? If you used Paypal, you can get your money refunded. Paypal almost always works in favor of the buyer. Amazon regulates their auctions more than eBay. There may be a moderator or someone at Amazon that you can contact for non-performance of seller. I haven't done a lot of business on Amazon, but the 6 or so transactions I've had have been very positive with no problems. It's a shame that your seller doesn't sound like one of the good ones.

I paid by credit card. Does that help?

  • Yes. You can contact your credit card company and dispute the charge. They'll issue you a provisional credit and investigate your claim. If it holds up, they'll charge back the seller.

DO NOT do this if you used PayPal.

If you do a charge-back against PayPal, they will close your account, since the charge-back will be against them. (It's in the PayPal user agreement - you have 30 days to file a claim with them)

  • You don't get all your money refunded. I got screwed out of a video game for my kid which cost $30, but Paypal applies a $25 "deductible", so I was not going to file a claim for $5.
  • Its been awhile since I used Amazon, but Amazon issued my money back in my case. I believe their rules said you could only file for refunds twice under your id. Mine was a different case though as my seller turned out to be fraudulent though and I don't know if Amazon ever looked into the seller.

  • Most of my Ebay auctions I charge enough shipping so insurance is included and is not an option. When I don't I make it clear that the buyer can buy insurance if they want. If they don't and the item is damaged or lost in the mail....it's their loss. Period. Can't make it any simpler.

If I expect the item to sell for less than $50, I make insurance optional for an additional $1.30. If I expect it to sell for over $50, insurance is included in the shipping amount and is not negotiable.
  • I got ripped off on some items for my kid as well. After I won and paid I started to look at the ebay id of the two sellers and found they were the same person. I tried calling them and found that is was just a voice mail box. Basically there was a bunch of red flags , but you had to do a little searching. Anyway. I tried to get in touch with E-bay and Pay-pal but no luck with them , I just kept getting form e-mails back. They wanted me to wait one month for the seller to contact me. I just called my credit card and explained the situation to them and they reversed the charges. My credit card also told me that if I had waited more than a month there would have been nothing They could do for me. I got a nasty e-mail from Pay-pal,but I didnt lose any money and kept my account. Only time I got ripped off was for Pokemon cards for my kid, go figure. Turned out the sellers shortly were banned from ebay.
