1954 DCAM Frankie with hazey/tarnished obverse: How to remove haze/tarnish?

At the 6-2004 Long Beach show I picked up a 1954 proof set in a capital holder. The Frankie is DCAM, however it has golden haze/tarnish on approximately 40% of the reverse (the bell and the perimeter around the bell from 3:00 to 8:00). It also has two light colored minor spots (sharpened pencil tip in size) on the obverse field to the left of Ben's neck and shoulder.
I gave the coin a 1 second bath in a 1 part dip 3 parts water solution. It did not remove any of the haze/tarnish or the spots.
I am reluctant to experiment any further given the quality and rarity of the piece and given my desire not to make things worse.
Do any of you have suggestions about how to proceed. I have thought about trying something else myself but not without further education. I have also thought about NCS, however I am not familiar with it's services, the cost of same and the chances of success. Your thoughts and suggestions are appreciated. Thanks, SanctionII.
