Why is it fishy? You've never seen rolls with a reverse at each end? One fourth of all rolls should be that way unless they are deliberately packed rather than randomly packed. And of course if you open it you own it. If you open it you can't return what you bought, an UNOPENED roll. And tey can't tel you what the date is without opening it, and then THEY can't sell it as an unopened roll. This is just the proverbial "Pig in a poke". There are no guarantees with something like this. It could even be a roll of circulated coins.
Good Ponits Conder. Also, By looking at the reverse, you could tell if they were 1921,s because of the rays through the tail; 4 instead of three. Also no mint marks means a P roll.
