difficult from the pics but it looks like a grainy cut or ding on the rim. Going by just the first pic I'd say mechanical damage. The second pic looks different like possibly a small die clip. Really hard to thell though.
There could be other reasons, but that's just what a rim clip should look like. How about the opposite side of the coin, at the exact same spot? If there's a corresponding weakness there, it's a rim clip.
If that's what it is, I suppose the next question is "Premium?" For that, I dunno. Sorry.
