PCGS vs. Eagle - Need help from Washington Collectors

PCGS requires 212 coins to complete a set of Washingtons from 1932 to 1998 including proofs.
Eagle holders require 209 coins for a complete set.

What are the 3 coins? They are not the Type 1 & II for 1979 and 1981 as they are listed in both.

Also, anyone with 1936 to 1938 proofs (raw) to sell? Need not be exceptionally high, only for completion of album.

    PCGS counts the 65-67 coins twice, once for MS, and once for SMS.
    Developing theory is what we are meant to do as academic researchers
