New collectors, please educate yourself before spending money on coins; there are people who believe that using numismatic knowledge to rip the naïve is what this hobby is all about.
This pop up every once in a while. Normally you see them with the price removed or scratched out. It's not a "slab" in the TPG sense (i.e. you could not submit coins for independent grading), but it is rather an "in-house" certified coin for sale by the firm.
