The condition now is not that great, but I was wondering if it might have originally been a proof....

Millenium, since "Proof" refers to the method of manufacture, if a coin was a Proof it still is a Proof, even if it has been impaired.

Now for the coin you imaged - I do not believe it is a Proof. The most telling/obvious indicator to me is the lower reverse rim/border, which is way too rounded (non-squared) for a Proof.
