Why are South Carolina qtr rolls so expensive??

I was looking over the graysheet and it lists South Carolina state quarter rolls as $27 bid. Why are these so high already??

Not sure, but perhaps it's some 'old geezer tryin' to make a hefty profit off a new state quarter? (Did it just come out..?)
